The Governance Layer Agentic Advertising Is Missing

The Ad Context Protocol recently published its governance specification, defining six governance domains across property, collection, content standards, creative, campaign, and a shared policy registry. It also lays out a three-party trust model designed so that no single agent controls the full workflow. The model is simple: humans define policy, agents operate within those parameters, governance systems validate behavior, and sellers fulfill demand. However, for that model to work at scale, the industry needs infrastructure that can independently verify the information agents rely on and the transactions they execute. The reality today is that much of the infrastructure still needs to be built.
Advertising already runs on an enormous number of rules. Buyers establish budgets, targeting parameters, creative requirements, brand suitability standards, and other campaign policies. Publishers maintain their own requirements for inventory, content, creative, and user experience. Platforms add another layer of technical and commercial controls. Historically, much of this has been managed through configuration, reporting, and human oversight. Teams set the rules, review the output, investigate exceptions, and make changes when something goes wrong.
Agentic advertising changes the scale and speed of that oversight problem. If an agent can evaluate inventory, make buying decisions, negotiate with other systems, and execute transactions continuously across platforms, governance cannot stop at defining what the agent is allowed to do. The ecosystem also needs a way to verify that those instructions were followed. Did a consent signal survive the full transaction chain? Did the creative contain what it claimed to contain? Did the publisher's actual ad density match the features it represented? Did the campaign remain within the authority the buyer gave the agent? These are validation problems, and they become more important as transactions happen faster and with less direct human involvement.
Governance has to become part of the infrastructure
The goal should not be to recreate today's manual controls around a faster advertising system. Governance needs to operate alongside the transaction itself, using information that can be requested, evaluated, and acted on programmatically. Agents need access to trusted information about the environments in which they operate. Policies need to be understandable across systems. Claims need to be verifiable. Creative and inventory need to be evaluated consistently. Participants also need a reliable record of what happened when a decision is challenged later.
That creates a role for independent governance infrastructure. If a seller says a property has certain characteristics, a buyer should have a way to validate the attributes that matter to its policies. If a creative is represented as safe and compliant, there should be a way to test that assertion independently. As agents take on more campaign authority, buyers will also need mechanisms to confirm that activity remained within the limits they established.
Why this is familiar territory for Boltive
Boltive has spent more than a decade working inside programmatic advertising, where a version of this problem has existed for years. Advertising transactions involve multiple platforms, vendors, pieces of code, data flows, and intermediaries, and no single participant has complete visibility into everything that happens downstream. The underlying questions are closely related: how do you independently evaluate an environment, verify a claim, observe behavior across systems, and provide information another participant can trust? That work is the foundation of the Boltive Agentic Governance Engine.
Where governance can begin
The AdCP governance specification covers a broad set of responsibilities, and not every domain is likely to mature at the same pace. Some already have established measurement methodologies and technology behind them, which makes them practical starting points for agentic governance.
Creative governance is one of the clearest examples. Publishers and platforms already need to know whether an ad contains malware, violates a content policy, behaves deceptively, meets technical specifications, or falls into a restricted category. Boltive has been evaluating those characteristics across digital advertising for years. In an agentic environment, the difference is how that information gets exposed and consumed. Rather than a human analyst reviewing a finding or a platform enforcing a proprietary rule, an agent may need to request creative features programmatically and incorporate the response into an automated decision. That requires consistent definitions, reliable measurement, and a result that multiple participants can trust.
Property governance may represent an even larger near-term opportunity. A buying agent needs information about the inventory it is considering, and publishers will increasingly make property attributes available in machine-readable form. Those attributes become more useful when important claims can be independently validated. Ad density, inventory quality, privacy posture, and other characteristics may all influence whether a buyer considers a property acceptable. Independent measurement can give publishers a way to substantiate those claims while giving buyers information they can incorporate into their own policies.
Campaign governance becomes more complicated as agents receive greater authority. An agent completing a narrowly defined task is relatively straightforward to oversee. As agents begin making more decisions about inventory, pricing, creative, pacing, or spend, the number of policies that need to be evaluated grows quickly. Governance may eventually need to validate whether the agent stayed within budget authority, purchased only approved inventory, followed campaign restrictions, or deviated from what the buyer authorized. The implementation will evolve as agentic buying matures, but increased autonomy will require stronger mechanisms for independent validation and accountability.
The role of the Agentic Governance Engine
Boltive is not building buyer or seller agents, and we are not trying to orchestrate the advertising workflow. We are not replacing DSPs, SSPs, publishers, agencies, or the protocols that allow those systems to communicate. We are also not positioning Boltive as a general-purpose AI governance company. The Agentic Governance Engine is specifically focused on governance for agentic advertising.
Our role is to provide independent evaluation of the properties, creatives, signals, and eventually transactions that autonomous advertising systems depend on, and make those findings available to the participants that need them. For property governance, that could mean independently measuring attributes a publisher makes available to buying agents. For creative governance, it could mean evaluating an ad and returning standardized findings that can be used against buyer, seller, or platform policies. As campaign governance develops, that role can extend further into the decisions agents are authorized to make and the evidence required to show that those decisions remained within policy.
Governance should not sit with the same system whose behavior is being evaluated. Agentic advertising will depend on participants being able to trust the information moving between autonomous systems, and independent verification provides a way to establish that trust without requiring any one platform or agent to control the full workflow.
What comes next
The standards work happening now gives the industry a framework, but implementation will determine whether governance actually works in practice. Buyers, sellers, publishers, platforms, standards bodies, and governance providers still need to determine which claims require independent verification, which methodologies should be standardized, how agents should request governance information, what a useful response should contain, and how disagreements between systems should be handled.
There will also be practical decisions around timing and enforcement. Some governance checks may need to happen before a transaction is allowed to proceed. Others may make more sense as continuous oversight. Some findings may require an immediate block or rejection, while others may simply need to be logged, surfaced, or escalated to a human. Those decisions will become clearer as real agentic workflows move into market.

The systems and participants are now changing, and transactions will become increasingly autonomous, but the need for trusted, independent evidence is only becoming more important.
